What the congress can do to help the victims is pass a law to be able to protect themselves even if it means killing the person trying to do something to them. Either that or at least let them protect themselfes by any means nessisary at least until they get help. I feel that justice is not doing the right thing for people that make civilians victims.
What I can do to help if I see someone trying to mess with someone else is go and protect the person that’s being messed with at least until I get help!!!
